One of the causes of this is when people focus on Scrum as a 'methodology' instead of the underlying purpose. It is easy to 'implement' Scrum by changing a few job titles, adding 'Scrum meetings' to an already overcrowded schedule, and hoping for the best.

You can run this string with pretty much any audience. Although the invitations and steps for this particular string are aimed at Scrum Teams and their stakeholders.
