One of the causes of this is when people focus on Scrum as a 'methodology' instead of the underlying purpose. It is easy to 'implement' Scrum by changing a few job titles, adding 'Scrum meetings' to an already overcrowded schedule, and hoping for the best.
While this mechanical view is understandable, it misses the entire purpose of the framework. The Scrum framework exists to reduce the risk of wrong assumptions about what stakeholders need. This includes what stakeholders assume their needs are in the first place. You can run this string with pretty much any audience. Although the invitations and steps for this particular string are aimed at Scrum Teams and their stakeholders. A small-scale workshop would be only with your Scrum Team. A recommended large-scale workshop would include your stakeholders as well.
